1. Purpose
The purpose of this Emergency Action Plan (EAP) is to ensure the safety and well-being of all participants, coaches, officials, and spectators during league activities. This plan provides clear procedures to follow in case of a medical emergency, severe weather, or other incidents that may occur during practices or games.
2. Emergency Equipment and Resources
- AED: Located in the equipment shed.
- First Aid Kit: Located in the equipment shed.
- Phone Access: All coaches and officials are required to have a charged cell phone at every event.
- Address for EMS: 1900 Rt. 51, Jefferson Hills, PA 15025 (near Old Clairton Road)
- Nearest Hospital: Jefferson Hospital – 565 Coal Valley Rd, Jefferson Hills, PA (5 min drive)
3. Chain of Command
| Head Coach (Incident Leader) | Takes charge of the situation until EMS arrives. Assesses the scene for safety, directs assistant coaches and others, and communicates with emergency responders. |
| Assistant Coach | Retrieves AED and first aid kit. Assists with first aid and manages players. Ensures crowd control and keeps area clear for responders. |
| Team Manager / Designated Parent | Calls 911 and provides dispatcher with details. Meets EMS at the facility entrance and directs them to the scene. |
| Spectators | Remain calm, keep clear of the emergency area, and follow instructions from coaches or league officials. May assist by providing information or crowd management if requested. |
4. Emergency Procedures
A. Serious Injury or Medical Emergency
1. Stop play immediately.
2. Assess the situation and determine if the injury is life-threatening.
3. Call 911 if serious or uncertain.
4. Retrieve the AED and first aid kit from the equipment shed.
5. Begin first aid/CPR until EMS arrives.
6. Clear the area and keep players/spectators away.
7. Direct EMS to the scene.
8. Notify the League Organizers.
9. Document the incident once resolved.
B. Minor Injuries
Administer basic first aid using the first aid kit. Contact the player’s parent/guardian if additional care may be needed. Document all injuries requiring more than basic care.
C. Severe Weather / Lightning Protocol
Western Pennsylvania frequently experiences fast-moving storms. Follow NFHS Lightning Safety Guidelines.
If thunder is heard or lightning is seen:
1. Suspend play immediately.
2. Move everyone to vehicles or sturdy buildings.
3. Wait 30 minutes after the last thunder/lightning before resuming.
4. League officials (organizers, coaches) determine cancellations or delays.
5. For tornado warnings or severe weather, seek shelter immediately and follow emergency alerts.
5. Communication Plan
- Each coach must have emergency contact numbers for all players.
- The League Organizers maintain a copy of all contact lists.
- The League Organizers will notify parents/guardians and communicate updates as needed.
6. Post-Incident Review
The League Organizers and coaching staff will meet after each incident to review response effectiveness, identify improvements, and restock equipment.
7. Annual Review and Training
All coaches must review this plan annually. AED and basic first aid refresher training is encouraged. EAP copies will be posted in the equipment shed and shared digitally.
